how to read the signs

i would like to preface my question with a sincere thanks for your efforts in
helping all of of us, us being those individuals world wide in trying to get a handle on where we can park our hard earned funds,

my question is from your perspective, what kind of signs can we look for
in determining to increase our positiions in stacking physical silver besides the usual price dip scenario, it seems to me that besides the market being in a RIGGED casino it seems alot of world players desire to perpetuate the low and suppressed silver price. ie as long as countries want to amass
silver and gold at these low prices ,what type of situation is needed to
get silver back towards being at its proper value.
