Senate Bill 1813: IRS has the power to confiscate your passport

Senate Bill 1813 allows the IRS to revoke passports if you are deemed to owe taxes. Could they also revoke your 2nd amendment rights if they find you to be guilty? This bill will also require "black boxes" in vehicles. Is it any wonder Jim Sinclair is getting out?
