1909 Steel Wheat Penny?????

I was looking through a roll of wheat pennies and i came across this steel wheat penny. I am puzzled because I thought that the only time steel pennies where stamped was during WW2 and this one is dated 1909. I searched google and cant find any reference to a 1909 steel penny. i suspect it to be a mistake penny but i have no way to be sure. i am curious, has anyone here ever found a steel penny outside the 1942-45 period. 1909 was the first year of the Lincoln Head - Wheat Penny. It isn't steel, just very worn down more than likely.
